Principle 2:
Schools should be at the center of community life, not fenced in on cheap farm land, outside the city limits.

 

 River City High School is the site of a town pageant in the film, and is clearly the beating heart of the community. Compare this ideal with today's compound-like schools, where students are kept in, and the community too often is kept out. Though it's a rare opportunity to locate a new elementary or high school in a downtown or main street district, many already exist in these locations, and the River City principle underscores the importance of keeping these schools in their central locations. Like the public buildings discussed in the first principle, schools can (and often do!) serve as meeting places for the larger community, a function that can make the difference in bringing back a faded downtown or main street.
