Principle 1:
City Hall is at the center of community life, not on cheap industrial land in a remote office park.

 

This lesson could also be applied at the neighborhood or main street level by ensuring that a community center -- or even a senior center -- is located in the heart of the community. Too often, these buildlings are located strictly on the basis of land costs, and result in underused facilities that are difficult to reach by any other means than driving a car. An adjunct to this principle is that such buildings must be open to the public to realize their full community function as a focus of public gatherings of all kinds.
