The turnaround
      where First Street connects to the Millennium Plaza is another
      great example of careful design, particularly the use of bollards
      to segregate passive auto traffic in the turnaround from pedestrian-only
      portions of the plaza. The plaza also includes a monument fountain
      in the center of the turnaround, restrooms and covered picnic
